　The realization of which means the habitation of their respective fatherlands under their own customs and traditions, thus insuring the everlasting peace of the world.

　Why is it that you, an already flourishing nation, nip in bud the movement for the freedom of the suppressed nations of the East. It is no other than to return to the East that which belongs to the East.

　It is beyond our contemplation when we try to understand your stined narrowness. The existence of the East Asia Co-Prosperity sphere does not in anyway encroach upon your safety as a nation, on the contrary, will sit as a pillar of world peace ensuring the happiness of the world. His Imperial Majesty's true aim is no other than the attainment of this everlasting peace.

　Studying the condition of the never ending ratial struggle resulting from mutual misunderstanding of the European countries, it is not difficult to feel the need of the everlasting universal peace.

ルーズベルト ニ 与エル書

日本海軍市丸海軍少将がフランクリン・ルーズベルト君に、この手紙を送ります。 この戦いが終わるに当たって、私はあなたに一言を告げることがあります。

ペリー提督の下田入港を機として、日本が世界と国交を結ぶようになって百余年が間、日本の歩みというものは至極難儀を極め、自らが望んでいるわけでもなく日清戦争、日露戦争、第一次世界大戦、満州事変、支那事変と経験し、不幸なことに貴国と交戦するにまで至ったのです。

これについてあなたがたは日本の戦争に対し、或いは好戦的で残虐な国民であると、或いは黄色人種の跋扈だとか、或いは軍閥の専断によると言われますが、これはとんでもなく的外れであります。

あなたがたは真珠湾の不意打ちを唯一つの対日戦争に対する宣伝資料としているようですが、日本が自滅から逃れるため、このような戦争を始めるところまで追い詰めらた事情は、あなたがたが最もよく存じているところではないでしょうか。

おそれ多くも日本の天皇陛下は、皇祖皇宗建国の大みことのりに明らかであるように、養正（正義）、重暉（明智）、積慶（仁慈）を三綱とする八紘一宇という言葉で表現される国家統治計画に基づいて、地球上のあらゆる人々はその自らの分に従って『その生まれた土地においてその生を享受する』このような恒久的世界平和の確立を唯一の念願とされているに他なりません。

このことはかつて、
「四方の海　皆はらからと思ふ世に　など波風の立ちさわぐらむ」
という明治天皇の御製に言われていることと同じであります。
これを聞き、あなたの叔父であるセオドア・ルーズベルト閣下が感嘆したことをあななたも良く知っていることでしょう。

我々日本人にはいろいろな階級の人がおりますが、つまるところ彼らは色々な職業につきながら、この天業を助けるために生きているのです。
我々軍人もまた、戦争という生業でこの天業を広く推し進める助けをさせて頂いております。

今の我々は、あなた方の物量を誇る航空戦力や艦砲射撃に対して圧されている状況にありますが、 精神的には充実しており、士気はますます高揚し、歓喜に溢れているのです。これが天業を助ける信念に燃える日本国民の共通の心理でありますが、あなたやチャーチル殿には理解できないかもしれません。

あなた方の精神的な弱さを悲しく思い、一言書かせていただきます。

あなた方の立ち振る舞いをみると、白人とくにアングロサクソンによって世界の利益を独り占めにしようとし、その野望の為に有色人種を奴隷としてきたではありませんか。
好計を弄して有色人種を騙すといういわゆる悪意のもとの「善政」によってかれらから考える力を奪い、無力にしてきたのです。
近世になって日本があなた方の野望に抵抗して、有色人種とくに東洋民族としてあなた方の束縛から解放を試みましたが、 あなた方は日本の真意を少しも理解しようとはせず、ひたすら有害な存在であるとして、かつては友邦であったはずの日本人を野蛮人として、公然と日本人種の絶滅を口々にするようになったのです。

どうして神意に背くのでしょうか。

大東亜戦争により、いわゆる大東亜共栄圏が成立すれば、それぞれ各地の民族が善政を行い、 そしてあなた方がこれを破壊しなければ、全世界が恒久的平和を実現するのも決して遠くはないのです。
あなた方白人はすでに充分な繁栄を遂げているのにも満足せず、数百年来あなた方の搾取から逃れようとする哀れな人類の希望の芽を、どうして若葉のときに摘み取ってしまうのですか。

ただ単純に東洋のものを東洋に帰すということに過ぎないのです。　あなた方白人はどうしてそうも貪欲で狭量なのでしょうか。
大東亜共栄圏はあなた方の存在を少しも否定しません。
むしろ、世界平和の一翼として、世界人類の安寧幸福を保障するということに日本天皇陛下の神意があるということを理解できる雅量をあなた方に望んでいるのです。

ひるがえって欧州の情勢をみても、相互の無理解が原因で人々が闘争することがいかに悲惨であるか、痛嘆せざるを得ません。

今ここでヒトラー総統の行動についての是非を云々することはつつしみますが、彼が第二次世界大戦を引き起こした原因は、一次大戦終結のとき、その開戦の責任一切を敗戦国であるドイツ一国にかぶせ、極端な圧迫をするあなた方の戦後処置に対する反動であることを看過できません。
あなた方がいかに善戦してヒトラー総統を倒したとしても、どうやってスターリンを首領とするソビエトと協調するつもりでしょうか。

おおよそ世界が強者の独占するものであるならば、永久に闘争を繰り返し、遂に界人類に安寧幸福の日は来ることはないでしょう。 あなた方は今、世界制覇の野望を一応は実現しようとしております。あなた方も得意になっているのでしょう。

しかしながら、あなたの先輩であるウィルソン大統領は、そういった得意の絶頂のときに失脚したのです。 願わくば、わたしの言外の意を汲んでいただき、その轍を踏むことがないように。
